Creates the Reading Enrichment and Academic Deliverables ("READ") Program to provide books to eligible public school students struggling with reading.

Establishes eligibility for prekindergarten students in the Arkansas Better Chance for School Success Program who fail literacy assessments, K-3 students not meeting grade-level reading standards, grades 4-5 students scoring below grade level on statewide assessments, and students recommended by teachers due to demonstrated reading difficulties.

Requires public school districts to establish schedules for eligible students to receive books, with a minimum of three books distributed every three months.

Directs the Department of Education to develop grade-appropriate book lists excluding materials harmful to minors, provide online literacy support materials for parents, publish program information, and submit annual reports by October 13.

Allows parents, legal guardians, or persons standing in loco parentis to request written exclusion of eligible students from the program and makes implementation contingent on fund availability.
