Requires gubernatorial appointments to boards and commissions be submitted to the Senate within 10 days following the appointment instead of waiting until the next legislative session.

Allows appointees to qualify and hold office immediately upon appointment, with Senate confirmation required later (rather than waiting for Senate session to begin duties).

Authorizes the Senate Rules Committee to meet during interim periods between legislative sessions at least once every 3 months to consider and recommend confirmation of gubernatorial appointments.

Applies these changes to multiple boards and commissions including Arkansas State University system, Southern Arkansas University, University of Central Arkansas, Pollution Control and Ecology Commission, and numerous other state agencies.

Declares an emergency effective immediately due to vacancies on state boards and commissions following the change in gubernatorial administration on January 10, 2023.
