Creates the Arkansas Prescribed Burning Act as a new subchapter of Arkansas Code Title 15, Chapter 30, establishing a framework for controlled prescribed burning of forestlands.

Defines "prescribed burning" as planned and controlled application of fire to vegetative fuels to confine fire to a predetermined area and accomplish management objectives, excluding crop residue burning.

Requires qualified prescribed burners (individuals completing approved training programs) to develop written prescriptions before conducting burns that include landowner information, area description, maps, objectives, methods, and allowable weather conditions.

Allows landowners to conduct prescribed burns on 100 acres or less without being a qualified burner if they follow a prescription prepared by a qualified burner and notify the Department of Agriculture.

Provides civil liability protection for landowners and agents conducting compliant prescribed burns, exempting them from liability unless the claimant proves negligence in planning, implementing, or conducting the burn.
