Creates the Imagination Library of Arkansas Program to promote early childhood literacy and love of reading for preschool children in Arkansas.

Provides one age-appropriate book monthly to each registered child from birth to age 5 in participating counties through Dolly Parton's Imagination Library at no cost to families.

State program contributes a 50% match of funds required by local programs participating in Dolly Parton's Imagination Library, if funds are available.

Department of Education partners with a nonprofit entity to administer the program, including promoting county-level programs, increasing family enrollment, recruiting volunteers, soliciting donations, and developing statewide marketing plans.

Creates the Imagination Library of Arkansas Program Fund as a miscellaneous state fund consisting of private or public grants, gifts, and donations, with unspent funds carrying forward to the next fiscal year.
