Amends Arkansas Code § 27-66-501(e) to establish that persons or owners operating vehicles on public bridges shall be liable for all damage caused by careless, negligent, or illegal operation, or by operating vehicles exceeding maximum posted weight limits, even with an overweight permit.

Adds new subsection to Arkansas Code § 27-66-504 establishing civil liability for persons convicted of violations of § 27-66-501 when a public bridge or part thereof is destroyed or damaged to the point it cannot be used safely.

Requires persons convicted of bridge weight limit violations to be civilly liable to the proper county or road improvement district for the full cost of bridge replacement or part replacement without depreciation factoring.

Requires persons convicted of bridge violations to be civilly liable for the cost of removal of damaged structures or debris.
