Expands special event exemptions to include motorcycles, all-terrain vehicles, utility task vehicles, scooters, go-karts, and low-speed vehicles beyond just motorcycles.

Allows new motor vehicle dealers and manufacturers/distributors to display and sell vehicles at special events with significant economic impact (at least $3,000,000 to the state or region) without standard licensing restrictions.

Requires independent economic impact statements from sources such as universities or chambers of commerce to qualify for exemptions.

Establishes maximum temporary permit fees: $100 for out-of-state dealers, $250 for manufacturers/distributors, $15 for out-of-state salespersons, and $50 for factory/distributor representatives.

Permits established special events operating for 5+ years before July 31, 2007 with past economic impact to continue inviting previously participating dealers and manufacturers without requiring new economic impact statements.
