Amends Arkansas Code § 6-64-718 to authorize the Board of Trustees of the University of Arkansas to lease the Pine Tree Research Station property (approximately 5 acres and buildings in St. Francis County) to the Department of Human Services.

The Department of Human Services becomes responsible for all upkeep, maintenance, and improvements to the leased buildings and property under the lease agreement.

Lease payments or funds from the Department of Human Services must be used for upkeep and maintenance of the Pine Tree Research Station, except funds cannot be used for maintenance of the portion used for row crop cultivation in 2020.

Declares an emergency, citing the department's need for facilities to provide services to impaired individuals in the state and the availability of time-restricted funds for this purpose.

The emergency clause provides for the act to become effective upon gubernatorial approval, expiration of the veto period, or override of a gubernatorial veto.
