Defines "election-related data" as all paper or electronic data related to voters, voting process, and ballot casting, counting, and tabulation from pollbooks, voting machines, and paper ballots.

Restricts handling, reading, possession, or viewing of election-related data beginning 10 days before an election (including preferential primary) through election result certification to only county clerks, deputy county clerks, county board of election commissioners members/employees, and Secretary of State/employees.

Exempts election-related data from disclosure under the Arkansas Freedom of Information Act of 1967.

Establishes Class A misdemeanor penalties for negligently permitting unauthorized access to election-related data, including loss of future election official eligibility.

Establishes Class D felony penalties for purposely permitting unauthorized access to election-related data, with same infamous crime designation and permanent bar from serving as election official.
