Modifies recount petition procedures by allowing at least 10 qualified electors to jointly petition for a recount (in addition to individual candidates), with petitions requiring notarization and attestation that signers voted in the election.

Changes recount timing rules: petitions must be filed before the county board of election commissioners certifies election results (rather than within 2 days of preliminary results announcement).

Establishes that candidates and qualified electors must submit advance payment for recount costs before the recount begins, and prohibits election contests if the petitioner failed to pay for the recount.

Mandates that recounts must commence within 48 hours of payment and continue no more than 12 hours daily; requires recount records be transcribed by certified court reporters and allows candidates or their attorneys to challenge ballots for specified causes (overvotes, undervotes, initialing defects, etc.).

Restricts election contest filing to candidates or qualified electors who participated in a recount; requires election contests be decided as de novo review of the recount record and sets a "clear and convincing evidence" standard for overturning county board recount decisions.
