Adds Arkansas Code Section 6-18-114 to permit public schools operating primarily as virtual schools to administer statewide student assessments in virtual settings that meet student educational needs.

Requires students to take assessments on assigned dates and times during synchronous assessment sessions managed by school personnel.

Mandates students use two devices if the assessment platform lacks integrated camera proctoring—one for testing and one for proctor monitoring via camera—unless the platform allows the proctor to view the student and background environment.

Requires an approved adult (parent, legal guardian, or person in loco parentis) to be physically present with the student during the entire assessment administration.

Establishes that schools must maintain a student-to-proctor ratio of 10:1 or lower, ensure audio monitoring capabilities, prevent students from exiting until instructed by the proctor, and verify assessment submission by the administrator.
