Abolishes the Arkansas Geological Survey and transfers all authority, duties, functions, records, contracts, personnel, property, and unexpended funds to a newly created Office of the State Geologist within the Oil and Gas Commission.

Changes the governance structure from a seven-member board appointed by the Governor with Senate confirmation to an office headed by a State Geologist appointed by and serving at the pleasure of the Governor, who reports to the Director of Production and Conservation and Secretary of the Department of Energy and Environment.

Preserves all existing orders, rules, directives, registration, licensing, and standards issued by the Arkansas Geological Survey before the effective date, with continuation until amended or repealed.

Updates all references throughout Arkansas Code (23 sections) to replace "Arkansas Geological Survey" with "Office of the State Geologist" in provisions relating to various state agencies and programs.

Declares an emergency effective date of July 1, 2023, citing the state's critical interest in efficient agency operations and fiscal year alignment.
