Amends Arkansas Code § 27-16-807(a)(2) to allow military members, spouses, and dependents to obtain an Arkansas driver's license with an expired out-of-state or military-issued license if it expired more than 31 days prior.

Applicants must surrender their expired license, pay the standard license fee under § 27-16-801(a), and pay a $5.00 transfer fee.

Applicants must pass the minimum eyesight test requirements and present an unexpired military identification card or dependent's military identification card.

Removes the requirement that dependents must have been living outside the United States due to a military duty assignment, simplifying eligibility criteria.

Applicant must also pay other fees required by § 27-16-801(e) as part of the license issuance process.
