Amends Arkansas Constitution Amendments 91 and 101 to change references from "four-lane" highways to "multilane" highways, allowing Amendment 91 proceeds to fund highway improvements beyond the original four-lane specification.

Asserts the General Assembly's authority under Arkansas Constitution Article 5, § 1, to amend constitutional amendments with a two-thirds vote in each house, arguing this power has been incorrectly limited by prior court precedent.

Allows proceeds from the one-half percent sales and use tax levied under Amendment 91 to be applied to multilane highway construction, improvements, bridges, tunnels, engineering, rights-of-way, and maintenance.

Establishes the Arkansas Four-Lane Multilane Highway Construction and Improvement Bond Account to receive and manage designated tax revenues for highway improvements funded by up to $1,300,000,000 in general obligation bonds.

Declares an emergency effective immediately upon Governor's approval, citing the restrictive court interpretation in Buonauito v. Gibson, 2020 Ark. 352, as inhibiting the state's ability to address highway system needs.
