Allows municipalities, counties, and other political subdivisions to adopt resolutions declaring themselves "Pro-Life City," "Pro-Life County," or "Pro-Life Political Subdivision" with a policy to promote and protect the dignity and humanity of all persons from conception until natural death.

Requires resolutions to include specific findings referencing the Declaration of Independence, Arkansas Constitution Amendment 68, the duty of local government to protect life, and U.S. Supreme Court cases Poelker v. Doe (1977) and Dobbs v. Jackson Women's Health Organization (2022).

Authorizes pro-life designated subdivisions to promote their status through signs, advertisements, utility billing slogans, public events, monuments, cemeteries for the unborn, school and church engagement, and public service announcements.

Repeals Arkansas Code § 14-54-805, which previously allowed only municipalities to adopt Pro-Life City designations, consolidating and expanding the provision to all political subdivisions.
