Establishes 3 maximum regular employees for the Department of Corrections - Arkansas Sentencing Commission for fiscal year 2023-2024: AR Sentencing Commission Director (Grade GS13), Attorney (Grade GS10), and Quality Assurance Manager (Grade GS09)

Appropriates $495,515 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $214,212 for regular salaries, $69,994 for personal services matching, $154,783 for operating expenses, $4,550 for conferences and travel, and $51,976 for professional fees

Requires disbursement of funds to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other fiscal control laws of Arkansas

Specifies that funds must be disbursed in compliance with Agency Requests, Executive Recommendations, and Legislative Recommendations documented in budget manuals and official legislative minutes

Declares an emergency effective July 1, 2023 to ensure immediate operation of the agency and was approved April 11, 2023
