Removes financial services and rehabilitation services industries from required voting membership on the Career Education and Workforce Development Board, reducing mandated industry representatives from 11 to 9 seats.

Restructures industry member terms to allow initial appointees staggered terms of one, two, or three years as determined by the Governor, with voting members limited to two consecutive three-year terms maximum.

Adds the Chief Workforce Officer to coordination requirements between the Office of Skills Development, Career Education and Workforce Development Board, Division of Higher Education, and Department of Education.

Repeals the requirement that the Career Education and Workforce Development Board and State Board of Education serve as sole state agencies administering adult education funds.

Repeals the requirement for the Office of Skills Development to consult with the Arkansas Economic Development Commission when reviewing workforce training grant applications.
