Amends Arkansas Code § 20-16-302 to restructure the legislative declaration within the Arkansas Family Planning Act by renumbering existing provisions.

Removes the statement that continuing population growth causes or aggravates social, economic, and environmental problems in the state and nation.

Removes the statement that contraceptive procedures, supplies, and information for voluntary sterilization are insufficiently available to many persons in the state.

Retains provisions establishing that inhibitions and restrictions on contraceptive access should be eliminated and that state agencies cannot restrict contraceptive procedures, supplies, and information.
