Prohibits school district boards from deducting dues, fees, or contributions from teacher and classified employee pay on behalf of professional or labor organizations or political funds.

Amends Arkansas Code § 6-17-805 to replace the previous requirement that school districts deduct professional membership dues upon written employee request with a flat prohibition on such deductions.

Removes dues of teachers to professional organizations from the list of items that may be paid from the teachers' salary fund under Arkansas Code § 6-17-908(a).

Repeals Arkansas Code § 24-7-206, which previously allowed the Arkansas Teacher Retirement System to withhold membership dues from retiree annuity checks for the Arkansas Education Association - Retired, National Education Association - Retired, and Arkansas Retired Teachers' Association.

Repeals Arkansas Code § 19-4-1602(a)(18), which previously permitted deduction of American Association of University Professors dues from state employee payrolls upon written request.
