Amends Arkansas Code § 3-4-404(15) to create an exception to the ban on vending machine sales of controlled beverages by referencing new § 3-9-242.

Permits on-premises consumption permit holders to sell controlled beverages through dispensing machines located on their premises if specific conditions are met.

Requires customers to activate dispensing machines using radio-frequency identification devices supplied by the permit holder or their staff, which must remain attached to the customer at all times.

Limits dispensing amounts before reactivation: 32 oz of beer, 12 oz of wine, 10 oz of spirituous liquors (defined as mixed drinks made on-premises), or 3 oz of unmixed spirits.

Mandates that permit holders or staff monitor all sales, service, and consumption from the dispensing machine and comply with existing age verification requirements under § 3-9-236.
