Amends Arkansas Code § 27-52-110 and § 27-52-111 to regulate automated enforcement devices (photo-radar systems) operated by county/state governments and municipalities outside and within municipality boundaries

Prohibits automated enforcement devices from detecting or enforcing general traffic violations or municipal ordinances, with limited exceptions for school zones, railroad crossings, and highway work zones

Requires a certified law enforcement officer to be present with the automated enforcement device and issue citations to violators at the time and place of the violation

Adds "highway work zone" as an eligible location for automated enforcement devices, defined as areas on controlled-access highways where construction, reconstruction, or maintenance work is performed

Requires that automated enforcement device data not related to issued citations, warnings, or active criminal/civil investigations must not be retained by any government entity
