Authorizes third-party delivery service permit holders to deliver alcoholic beverages on behalf of retailers, in addition to existing direct delivery by permit holders and their employees.

Creates a new third-party delivery service permit requiring applicants to be 21+ years old, pass felony background checks, provide $1,000,000 general liability insurance, submit employee training outlines, and pay a $1,000 permit fee.

Restricts third-party deliveries to sealed containers within the same county as the retailer, only in Class 6 or Class 7 counties, during legal operating hours, and prohibits deliveries to dry jurisdictions.

Requires delivery personnel to be at least 21 years old with no criminal convictions related to alcoholic beverages, and mandates recipients provide valid photo ID and sign for delivery.

Clarifies that third-party delivery services are not agents of retailers and their violations do not constitute retailer violations; exempts technology companies merely providing software platforms from needing a permit.
