Creates the "Genetic Testing Act" as Subchapter 24 of Arkansas Code Title 23, Chapter 79, establishing requirements for health insurance coverage of genetic testing for inherited cancer mutations

Requires health benefit plans offered, issued, or renewed in Arkansas to cover genetic testing for inherited cancer mutations for enrollees with a personal or family history of breast cancer when recommended by a healthcare professional

Requires coverage of evidence-based screening modalities for enrollees with inherited cancer risk as recommended under nationally recognized clinical practice guidelines, including those from the National Comprehensive Cancer Network or American Society of Clinical Oncology

Eliminates all cost-sharing requirements (deductibles, coinsurance, copayments) for the genetic testing and screening coverage mandated under the act

Excludes from coverage requirements accident-only plans, specified disease plans, disability income plans, workers' compensation plans, Medicaid, and dental or vision-only plans
