Allows electronic signatures as an alternative to notarized signatures for adult and long-term care facility resident maltreatment registry check requests, as provided under § 25-32-107(d).

Allows electronic signatures as an alternative to notarized signatures for child maltreatment registry check requests for childcare facilities, employers, volunteer agencies, and schools.

Requires the Child Maltreatment Central Registry and Adult and Long-Term Care Facility Resident Maltreatment Central Registry to develop a form for central registry checks that accepts either notarized or electronic signatures.

Declares an emergency based on urgent staffing needs in child welfare agencies and healthcare providers, finding that notarization requirements delay employment.

Becomes effective immediately upon Governor approval, expiration of veto period, or veto override (approved 4/11/23).
