• Amends Arkansas Code § 22-2-102(4) to modify the definition of "unpaved trail project" under the Building Authority Division Act.

• Expands eligible property to include trails on property under control of either the State Parks, Recreation, and Travel Commission or the Department of Parks, Heritage, and Tourism.

• Maintains requirement that trails be used solely for recreational purposes or otherwise necessary to carry out the mission of the relevant state agency.

• Continues to require that labor, services, and commodities for unpaved trail projects be donated.
