Prohibits pedestrians from being within the property boundaries of controlled-access highways, except when directed by a police officer or working as construction personnel in a highway work zone

Defines "controlled-access highway" as a state highway or street designed for unhindered traffic flow without intersections, traffic signals, or property access, with regulated motor vehicle ingress and egress

Establishes a maximum fine of $100 for violators upon conviction

Provides a defense to prosecution if the pedestrian initially entered the highway as a motor vehicle driver or passenger and exited due to mechanical breakdown, motor vehicle accident, or other emergency
