Adds bylaws, rules, and procedures related to classified personnel policies committees to the list of topics that must be covered in committee discussions.

Allows school districts that outsource any of the five classified employee classifications to fill that committee position with a representative from a non-specified job classification.

Requires all committee meetings to be audio recorded and made publicly available to ensure transparency.

Changes committee organization timing from October to the first quarter of each school year.

Modifies committee meeting minutes distribution to be placed on the school district's website instead of posted only in work sites and administrative offices.
