Appropriates $33,650,894 for the Department of Human Services - Division of Child Care and Early Childhood Education for fiscal year 2023-2024, covering regular salaries ($8,507,709), extra help ($208,497), personal services matching ($3,327,514), and operating expenses ($7,253,102).

Authorizes a maximum of 184 regular employees across 30 job classifications, ranging from a Division Director (Grade SE02) to Administrative Specialists (Grade GS03-GS04).

Authorizes up to 13 temporary or part-time "Extra Help" employees at rates not to exceed those provided by the Uniform Classification and Compensation Act.

Appropriates $163,657,714 in federal grant funds for Child Care Development Discretionary ($90,445,681) and Child Care Food Program ($73,212,033).

Appropriates additional funds including $20,000,000 for Child Care Grant/AIDS, $53,000,000 for federal personal services and operating expenses, $36,786 for loan guarantees and grants, and $139,676 for commodity distribution activities, with an effective date of July 1, 2023.
