Requires marriage license clerks to provide a current copy of the Covenant Marriage Act of 2001 to persons inquiring about covenant marriage licenses and to post information about covenant marriage on their websites if they maintain one.

Expands the definition of "authorized counselor" to include certified biblical counselors who are certified by a biblical counseling association and use only biblical scripture for counseling.

Mandates a minimum of four (4) premarital counseling sessions before entering a covenant marriage, with required discussion of covenant marriage description, commitment significance, each spouse's roles, and effects on children and families.

Requires parties seeking divorce or judicial separation in a covenant marriage to attach an attestation from their counselor confirming completion of required counseling sessions and topics discussed, and mandates at least four (4) marital counseling sessions before seeking dissolution.

Adds requirements for covenant marriage declaration documents to include specific language about the lifelong commitment and acknowledgment of the Covenant Marriage Act of 2001, with notarized signatures and counselor attestations.
