Creates the "Glen Campbell Memorial Highway" designation along a specified route in Pike County, Arkansas, honoring musician Glen Campbell who was born in Billstown, Arkansas in 1936 and died August 8, 2017.

Designates the memorial highway route along State Highway 301 from the Pike County Courthouse in Murfreesboro through Billstown and Bowen to State Highway 19, then north on State Highway 19/26 to Delight, then south on Billstown Road to Billstown.

Requires the Arkansas Department of Transportation to erect appropriate signs along the designated route identifying it as the "Glen Campbell Memorial Highway."

Allows the Arkansas Department of Transportation to accept gifts, grants, and donations from private, public, and nonprofit sources to fund acquiring, installing, maintaining, replacing, or reconstructing the memorial highway signs if state funds are unavailable.

Establishes legislative findings documenting Campbell's music career achievements, including 6 Grammy Awards and 21 nominations, his collaborations with The Beach Boys and Frank Sinatra, and his promotion of Arkansas culture through recordings and film appearances.
