Establishes a maximum of 1,154 regular employees for the Department of Human Services - Division of Aging, Adult, and Behavioral Health Services for fiscal year 2023-2024, with specified job classifications and salary grades.

Appropriates $127,186,258 for state operations including regular salaries ($54,107,528), extra help ($5,764,305), personal services matching ($22,785,595), and overtime ($5,712,006).

Appropriates $49,350,322 for aging and adult services operations including nursing home care alternatives, nutrition programs, senior citizen centers ($10,000,000), and project grants.

Appropriates additional funds for mental health grants ($43,672,554), alcohol and drug abuse prevention ($40,513,788), community-based crisis intervention ($5,000,000), and veterans mental health grants ($5,000,000).

Authorizes 347 temporary or part-time employees ("Extra Help") and includes special provisions for physician allowances, vocational trainees, nursing job-sharing, Arkansas State Hospital contingency positions, and timber/hay sales revenue management.
