Expands the Right-to-Know-and-See Act to require abortion providers who knowingly perform or refer patients for abortion to comply with ultrasound viewing requirements.

Mandates physicians or qualified technicians perform an obstetric ultrasound using a method agreed upon by the provider and pregnant woman before informed consent or administration of anesthesia/medication.

Requires simultaneous verbal explanation of ultrasound images including the presence, location, and number of unborn children, and notification if the ultrasound indicates fetal death.

Requires ultrasound images be displayed for the pregnant woman to view, documented in the medical record, and accompanied by a medical description including fetal dimensions and presence of external members and internal organs.

Requires retention of ultrasound images with the date performed in the pregnant woman's medical record; includes a severability clause protecting the act if any provision is found invalid.
