Establishes a maximum of 1,422 regular employees for the Department of Human Services - Division of Children and Family Services for fiscal year 2023-2024, with positions ranging from Division Director (Grade SE02) to Local Office Administrative Assistant (Grade GS03).

Authorizes 65 temporary or part-time "Extra Help" employees at rates of pay not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $144,699,758 for operations including $60,685,088 for regular salaries, $25,659,092 for personal services matching, and $5,061,305 for overtime.

Appropriates $64,654,079 for grant payments ($54,006,830 for foster care and $10,647,249 for state residential treatment) and $102,907,999 for TANF foster care payments.

Appropriates $214,799 for child abuse and neglect prevention operations and grants, and $50,000 for Safe Harbor Grants to Children's Advocacy Centers for services to sexually exploited children, effective July 1, 2023.
