Amends the definition of "capital improvement" under the Building Authority Division Act to exclude repair, alteration, and maintenance projects not exceeding $150,000 undertaken by the Department of Parks, Heritage, and Tourism using tax revenues from Arkansas Constitution Amendment 75, § 2.

Modifies Arkansas Code § 22-9-101(c) effective until December 31, 2023, to exempt repair, alteration, and maintenance projects under $150,000 by the Department of Parks, Heritage, and Tourism from requiring plans and specifications to be executed under observation of a registered professional.

Extends the same $150,000 exemption for registered professional observation requirements to Arkansas Code § 22-9-101(c) effective December 31, 2023 and beyond.

Maintains existing exemptions for school districts, counties, municipalities, townships, and unpaved trail projects from professional observation requirements.
