AR SB561

Requires all child support payments received by a physical custodian, payee, or other person to be used for the benefit of the minor child or children for whom support is ordered.

Allows a court, on its own motion or upon verified motion by the payor with good cause showing (including evidence that the child's needs are not being met), to order the custodian or payee to provide an accounting of expenses paid with child support payments.

Requires the custodian or payee to demonstrate to the court how child support payments were used for the minor child's benefit.

Grants courts authority to prescribe the form, substance, and time frame for the accounting, and permits courts to include accounting requirements in initial support orders.

Allows courts to require the custodian or payee to provide accounting information to the payor upon request with sufficient notice.
