Allows students to transfer out of public school districts classified as needing Level 5 Intensive support or schools rated "F" without parental compulsion, and permits students 18 years or older to request transfers independently.

Creates expedited transfer provisions for dependents of active-duty military members and uniformed service veterans, allowing transfers at any time with submission of military transfer orders and proof of residency on a military base.

Establishes that school districts cannot deny student transfers based on capacity unless they have reached maximum student-to-teacher ratios allowed by federal or state law, and prohibits discrimination based on gender, national origin, race, ethnicity, religion, or disability.

Requires nonresident school districts to notify applicants within 15 calendar days whether their transfer application is accepted or rejected, with transfers becoming effective immediately upon written acceptance notification.

Amends both the Arkansas Opportunity Public School Choice Act and the Public School Choice Act of 2015 to clarify application procedures, allow multiple submission methods (mail, email, hand delivery), and remove in-person filing requirements for parents or guardians.
