Requires labor organization membership applications distributed to public employees to include a notice stating that state law and the First Amendment protect employees from being required to join or financially support a labor organization.

Mandates the notice appear on the first page of the membership form in at least 12-point type or 10% of the largest type used on the form, whichever is larger, without half-tone screening, and set apart from other printed matter.

Changes municipal and state payroll deduction authorization language from "shall" to "may" withhold union or professional association dues, making such deductions discretionary rather than mandatory.

Requires withholding requests for labor unions by public employees to be made on forms provided by public employers that comply with the notice requirements.

Classifies violations of these requirements as deceptive and unconscionable trade practices enforceable under Arkansas's Deceptive Trade Practices Act.
