The Office of Motor Vehicle shall issue documentation proving transfer of vehicle title and interest to an heir upon submission of an affidavit of heirship under Arkansas Code § 28-41-105.

Amends the definition of "owner" for certificates of title with beneficiary to include individuals who hold legal title or have lawful possession of a vehicle subject to a lien, and allows up to three persons as owners.

Requires vehicle owners submitting transfer-on-death applications to provide the full legal name and address of any lienholder on the application.

Removes the restriction that the Office of Motor Vehicle cannot issue a certificate of title with beneficiary when a vehicle is encumbered by a lien; if a lien request is made, the beneficiary shall be removed and the lien added.

Creates new Arkansas Code § 28-41-105 establishing the affidavit of heirship process, which conveys authority to the Office of Motor Vehicle to transfer vehicle title and interest from a deceased owner to the heir.
