Prohibits Arkansas state entities from entering into or renewing contracts with companies that benefit financially from Uyghur forced labor in Xinjiang, China

Defines "company" to include entities directly controlled by the Chinese government, those in which China owns a majority interest, or those contracting with the Chinese government, along with their subsidiaries and affiliates

Requires companies seeking state contracts to provide certification stating they are not engaged in business relationships with companies benefiting from Uyghur forced labor and will not enter into such relationships

Applies to contracts for services and products including technology and construction

Establishes legislative findings documenting alleged human rights abuses including forced labor, sterilization, and religious persecution of Uyghurs and other Turkic-Muslim peoples in Xinjiang
