Prohibits the assessment and collection of installment fees on fine payments beginning January 1, 2024, except for uncollected fees from before that date which are reduced by 50% in circuit court and prohibited in district court.

Eliminates funding previously generated by the $5.00 monthly installment fee that supported the Judicial Fine Collection Enhancement Fund, circuit court automation funds, district court automation funds, and a portion of the State Administration of Justice Fund.

Creates the Arkansas Judicial Innovation Fund as a new funding source for judicial technology, maintenance, and support, to be administered by the Administrative Office of the Courts and distributed proportionally to circuit judges (1/3) and district judges (2/3).

Establishes circuit court judicial innovation funds and district court judicial innovation funds to be used for court technology, security, facility enhancements, judicial education, and digital audio recording equipment, with expenditures approved by respective judges.

Removes time-payment fees from the Judicial Fine Collection Enhancement Fund effective January 1, 2024, while maintaining other fee sources including electronic payment access fees and court technology fees.
