Establishes 44 maximum regular employees for the Department of Education - Division of Career and Technical Education for fiscal year 2023-2024, including 1 director, 1 special advisor, 1 division manager, 9 program coordinators, and 31 additional support staff.

Appropriates $3,321,801 for Vocational & Technical Education operations, including $1,980,918 in regular salaries, $705,112 in personal services matching, and $633,271 in maintenance and general operations.

Appropriates $18,881,794 in federal vocational and technical education funds, including $662,907 in regular salaries, $16,740,680 in vocational education grants, and $1,221,755 in operating and professional expenses.

Appropriates $48,563,244 total across multiple programs: $1,119,433 for Coordinated Career Education Services, $21,816,789 for Vocational Center Aid, $4,740,000 for Vocational Start-Up Grants, $5,226,539 for Career Coaches Program, and $11,250 for Advanced Careers Program.

Amends Arkansas Code Title 6, Chapter 50 to require vocational start-up funds be allocated according to rules promulgated by the Career Education and Workforce Development Board, and declares the act effective July 1, 2023.
