Prohibits Arkansas public entities (state agencies, local governments, school districts, and higher education institutions) from contracting with companies that boycott the energy, fossil fuel, firearms, or ammunition industries unless the contract includes written certification of non-participation.

Defines "boycott" as actions without ordinary business purpose intended to limit commercial relations with these industries in a discriminatory manner, explicitly excluding actions solely related to social, political, or ideological interests.

Applies to contracts for services, supplies, information technology, and construction, and prohibits public entities themselves from engaging in such boycotts.

Exempts companies offering goods or services for at least 20% less than the lowest certifying business, and exempts contracts with a total potential value under $75,000.

Company statements admitting participation in boycotts can serve as evidence of boycott activity for the Office of State Procurement; financial services providers are excluded from the definition of "company" under certain conditions.
