Establishes a maximum of 6 regular employees for the Department of Energy and Environment - Liquefied Petroleum Gas Board for fiscal year 2023-2024, including 1 director (Grade GS12), 3 inspectors (Grade GS05), 1 fiscal support specialist (Grade GS04), and 1 administrative specialist (Grade GS03).

Authorizes up to 1 part-time or temporary employee ("Extra Help") to be hired as needed at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $625,611 from the Liquefied Petroleum Gas Fund for the board's operations, including $300,945 for regular salaries, $8,300 for extra help, $111,266 for personal services matching, and $205,100 for maintenance, operations, conference travel, professional fees, and capital outlay.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and Department of Finance and Administration regulations.

Declares an emergency effective July 1, 2023 to ensure continuous operation of the agency, with the act in full force and effect on that date.
