Appropriates $4,000,000 to the University of Arkansas for Medical Sciences for reimbursement of costs related to hospital reclassification to increase residency program funding from CMS for fiscal year 2022-2023.

Transfers $4,000,000 from the General Revenue Allotment Reserve Fund to a designated cash fund upon the effective date of the act.

Requires disbursement of funds to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable state fiscal control laws and regulations.

Declares an emergency clause due to unforeseen circumstances making current General Assembly funds insufficient for the University to continue essential governmental services, making the act effective immediately upon passage and approval.
