Creates new criminal offense of "prescription drug harm or homicide" targeting executive officers of pharmaceutical companies who knowingly hide evidence of dangerous drug effects.

Applies to executives age 18 or older at FDA-licensed pharmaceutical companies who introduce drugs into the market that cause death or serious physical injury to users in Arkansas.

Establishes unclassified felony with sentence of 1 year to life imprisonment for violation.

Creates "Prescription Drug Harm or Homicide Offense Fund" to be used by the Attorney General to prosecute the offense, funded through federal grants, General Assembly appropriations, and other authorized revenues.

Expires December 31, 2026, with remaining fund balance transferred to General Revenue Fund Account of State Apportionment Fund.
