Prohibits state entities from discriminating against or granting preferential treatment based on race, sex, color, ethnicity, or national origin in employment, public education, and procurement.

Repeals multiple statutes establishing diversity and affirmative action programs in K-12 schools and higher education institutions, including teacher recruitment plans focused on minority candidates and minority retention programs.

Renames the "Equity Assistance Center" to "Equality Assistance Center" and eliminates affirmative action language from education statutes while retaining desegregation and nondiscrimination responsibilities.

Amends the Alcoholic Beverage Control Division permit issuance criteria to remove consideration of diversity in ownership and replace it with consideration of consumer competition benefits.

Establishes a civil cause of action for violations, allowing injunctive relief and recovery of court costs and attorney's fees; makes knowing violations a Class A misdemeanor.
