Creates a new criminal offense of "vaccine harm" in Arkansas Code Title 5, Chapter 63, targeting executive officers (age 18+) of pharmaceutical companies who introduce vaccines into the market.

The offense requires the executive officer to knowingly hide, conceal, omit, or withhold evidence that a vaccine has dangerous effects, and the vaccine must cause death or serious physical injury to a person vaccinated in Arkansas.

Vaccine harm is classified as an unclassified felony punishable by imprisonment of not less than one year and not more than life.

Establishes a "Vaccine Harm Offense Fund" to be funded by federal grants, General Assembly appropriations, and other authorized revenues, with the Attorney General using it to support prosecution of vaccine harm offenses.

The act expires on December 31, 2026, at which point the legislative body may remove the created sections from the Arkansas Code and any remaining fund balance transfers to the General Revenue Fund.
