Amends Arkansas Code § 17-89-102(4) to add contact lenses to the definition of "ophthalmic dispensing," allowing dispensing of contact lenses on prescription from a licensed physician or optometrist.

Adds new subsection (v) to ophthalmic dispensing to include "the dispensing, selling, or supplying of contact lenses by a licensed dispensing optician."

Maintains the exclusion that prescribing, adapting, fitting, duplicating, dispensing, or modifying contact lenses remains specifically prohibited for licensed dispensing opticians, except when performed by licensed optometrists or physicians skilled in eye disease.

Amends Arkansas Code § 17-89-104(d) to clarify that the prohibition on contact lens activities applies to all related activities including "modifying, selling, or supplying" and reiterates exceptions for optometrists and physicians.
