Amends Arkansas Code § 25-15-204(g) to require agencies to post final rules, written comments, summaries of comments with agency responses, financial impact summaries, and proposed effective dates on their websites within 10 days of filing with the Secretary of State.

Establishes a notification system requiring the Secretary of State to work with the Bureau of Legislative Research to notify the bureau when final rules are filed and when they become effective to ensure the Code of Arkansas Rules stays current.

Creates new Arkansas Code § 25-15-221 authorizing the Bureau of Legislative Research to develop an electronic filing system in consultation with the Secretary of State to facilitate rule filing requirements.

Amends Arkansas Code § 25-15-218 to clarify the Bureau of Legislative Research's duties in compiling, formatting, indexing, and publishing the Code of Arkansas Rules as an online searchable database with monthly updates and allows agencies to appeal codification decisions.

Includes temporary provisions establishing a 180-day transition period for proposed rules pending when the Code of Arkansas Rules becomes effective, preventing both confusion between uncodified and codified versions and premature repeal of existing rules subject to pending amendments.
