Appropriates $76,691 for Ombudsman Program with 1 employee and $4,775,665 for Commission for Parent Counsel with 7 employees and $3,630,231 in parent counsel reimbursements

Authorizes up to 45 temporary/part-time extra help employees from cash funds with maximum allocation of $1,000,000 and allows up to 1,800 hours maximum usage

Allows specified public defender attorney classifications to be paid up to maximum grade salary with Office of Personnel Management approval and permits appropriation transfers between line items with Chief Fiscal Officer approval
