Creates the "Automatic Occupational Licensure for Out-of-State Licensure Act" under Arkansas Code Title 17, Chapter 7, allowing occupational licensing entities to grant automatic licensure to out-of-state residents without meeting standard requirements.

Grants automatic licensure to individuals who hold a license in good standing for one year with similar scope of practice in another state, territory, or U.S. district, or who worked three or more years in an unlicensed occupation in another jurisdiction that is licensed in Arkansas.

Requires applicants to have no disqualifying criminal offenses under § 17-3-102, no pending complaints or investigations, and must still meet all other state requirements including criminal background checks and continuing education hours.

Allows occupational licensing entities to require state law examinations and mandates they require bonds, financial statements, or insurance if state law requires them; entities may waive exam requirements if applicant's education and experience sufficiently substitute and pose no public safety risk.

Exempts medical professions, legal professionals, individuals under reciprocity agreements, and existing multistate or interstate compacts from the automatic licensure provisions; requires entities to post "Out-of-State Licensure" links on websites and submit annual reports to the Legislative Council.
